Overlooking the Cleveland Metroparks Rocky River Reservation, the Terra Hilliard Bluffs site presented a rare opportunity for new residential development in one of Northeast Ohio's most established communities. With a limited footprint, steep topography, multiple zoning constraints, and close proximity to the Metroparks, the project demanded a design that maximized density while remaining sensitive to both its natural surroundings and the City's long-term vision.
AVID Architects worked closely with the City of Rocky River, its boards and commissions, and community stakeholders to guide the project through an extensive approval process. Rather than relying solely on scheduled review meetings, the team coordinated special working sessions that accelerated consensus and allowed the design to evolve collaboratively. The resulting seven-story building places five stories of residences above two levels of structured parking, using a podium design to maximize the site's development potential. Architectural features, including the stepped massing, prominent corner "beacon," and setbacks along Hilliard Boulevard, reduce the building's perceived scale while capturing sweeping views of the Rocky River Valley.
The project also qualified for tax credits through the Ohio Air Quality Development Authority (OAQDA) Clear Air Improvement Program by exceeding Ohio's energy code requirements by more than50 percent. To achieve this level of performance, the building incorporates ahigh level of insulation, central water heating and heat pumps, LED lighting with motion sensors, and a rooftop solar array. These strategies create a more sustainable residential community while delivering long-term operational savings.
Now leasing, Terra Hilliard Bluffs delivers 71 luxury apartments and represents a significant investment in Rocky River's future. The project demonstrates how collaborative planning, innovativesite design, and high-performance building strategies can unlock challenging sites while advancing the city's master plan through thoughtful, sustainable infill development.
